FRIENDS MEETING WITH HCDA

                                                                                                                                               

On August 7, 2008 at Kewalos Pavilion, Friends met with Tony Ching (Executive Director of HCDA and Craig Nakamoto(HCDA Communications Director) to discuss our vision and concerns for Kewalo Basin Park and the surrounding area. 

 

If you do not know, HCDA stands for Hawaii Community Development Authority.  This State agency is in charge of Kewalo Basin Park and  the whole Kaka’ako area and other areas of this State. 

 

The following vision statement is what we sent to Tony Ching prior to our meeting. 

The summary is what transpired at the meeting.

           

 

Vision for Kewalo Basin Park

 

1.     City and County Ocean Safety Headquarters at the old Dolphin Lab site.

¥     Perfect spot for it, good view and easy access to water.

¥     Good public use of the area

 

2.    Community Center at the Net house

¥     Hold classes or activities for the public.

¥     Rent out at night for public gatherings

¥     Generate income for HCDA

¥     Plant grass on the Kewalo channel side of Net house

 

3.    More park space and parking at the NOAA site.

¥      To accommodate projected need of more recreational space for the increased population of the area.

¥      Keep the Harbor Master’s office

¥      Keep and renovate the pier to accommodate  fuel or ice service for the boaters

 

 

Improvements to the Park

 

1.Install shower at the Net house area.

¥      Shower is needed

¥      Existing makeshift shower unsafe. 

 

¥     Lock up the Straight Outs restroom at night

¥     Vandalism problem

 

¥     Unlock the front restroom for the fishermen. 

 

¥     General repair or replacement of tables and benches

¥     Rebar sticking out – safety concern

 

Establish dialogue with Pacific Islanders to resolve issues

¥     Begin talks with the leaders

¥     Contact Micronesian Embassy at 3049 Ualena St.

 

 

Summary of meeting with Tony Ching and Craig Nakamoto(communications)

Attended by Jay Kadowaki, Brian Shimokawa, and Ron Iwami   8/7/08

 

¥     Tony relayed right off the bat that he supports the “Lei of Green” principle.  He was on the planning committee under the Waihee admnistration who introduced the “Lei of Green”. 

¥     He took our wish list for the Net House, NOAA site, and the Marine Mammal Lab and made note of it but made no commitments but said he will work with us.   I told him that we would like these areas to be for Public Use.

NOAA has no definite date to vacate.  He also said more park in the Mammal lab site is his choice because of the beautiful view. He also said that the Fisherman Wharf side of the Harbor will have to be developed with income producing businesses.  It will be long term because Honolulu Marine will be there another 5 years as they prepare their future site.  The UH marine building by Point Panic will be vacated and he sees more park there because of the view too. 

He also stated that John Dominis would be willing to relocate inland to make room for the ‘Lei of Green:.

He talked about improving access to the harbor by changing the intersection on Ala Moana Blvd. to make a left turn going west.

He also spoke about pedestrian walkways over Ala Moana Blvd. to connect Mauka to Makai.  Kewalo Basin Harbor rules will be changed which will raise fees for the boaters. HCDA will take over jurisdiction from DOT and needs to work on a few amendments to the rules and find a manager for the harbor.

 

After CPAC submits the guiding principles and vision to HCDA then the real planning can start. 

 

As far as our improvements to the park:

 

Item #1 ad #2 – Installing shower and locking up the restroom:

Jay expressed that he can donate the work to take care of these 2 projects.  Tony was receptive to the idea and they will both continue communication on it.

 

General repair and maintenance.  He said HCDA has a million dollar budget to maintain Kewalos and Kakaako Waterfront Park.  He recognizes that deteriorated condition of the walkways, benches, and tables. 

      Tony said that we should be seeing improvements by early next year.

 

      Establishing dialogue with Pacific Islanders.

      Tony said that he is willing to join us when we meet.

 

In summary,  Tony seems very receptive to us and our ideas and has stated repeatedly that he is willing to work with us on anything.  His vision is similar to ours.

Friends of Kewalo Basin Park Association: Information Update

 

Important!!

·       Kaka'ako Makai Community Planning Advisory Council CPAC:

The Kaka`ako Makai advisory working group has been meeting formally now since May 8, 2007.  The HCDA was advised unanimously by the Legislature through HCR 30, 2006, to “immediately convene a working group of interested stakeholders, particularly the groups and individuals that have surfaced in this controversy, to meaningfully participate in the development, acceptance, and implementation of any future plans for the development of Kakaako Makai”.  The advisory working group has adopted the name of “Kaka`ako Makai Community Planning Advisory Council” (CPAC) to carry out this purpose.

 

The CPAC is now developing the planning points; Vison and Guiding Principals to be used for the Kaka‘ako Makai Master Plan.  This will include Kewalo Basin and all of Kaka‘ako Makai to Forrest Avenue, and there are competing forces for housing and big commercial development. 

 

Your voice is very important in this process.  You are all urged to attend the CPAC’s 5:30-7:30 pm meetings each month at the School of Medicine, room 301. ·       Ward Neighborhood Master Plan: while at hcdaweb.org- click on the link; Ward Neighborhood Master Plan for General Growth’s proposal for development in the Ward Center/Warehouse area-it is big, very big! ·       Repairs and maintenance

Plans are in the works to fix the park benches, water fountain and possibly install a shower at the Ewa end of the park. ·       Development is coming-like it or not-“Do something!”

As you may or may not know, Kewalo Basin and the surrounding area will be developed in some way. There are several sites that will be developed for commercial or other purposes. As always your input is needed now. What do you envision your park and surrounding area to look like? Ideas for the sites: NOAA, Mammal Lab, and Net house: Marine mammal lab site could be Lifeguard Headquarters and the NOAA site may provide more park area & bathrooms or a fueling station & the Net House could become an open Pavilion for community use. ·       Surfing Contest Memorandum of Understanding

An agreement was reached between the Division of Ocean, Boating and Recreation (DOBOR), Surfing Promoters and Friends.

The agreement is based on:

8 events per year and no more than one event per month. There will be no contests during a holiday weekend though there will be one in July. This is the first year of the agreement and will go back to the table in November to work out any issues. More details of the agreement to be posted at www.kewalo.org.
